A400M in the spotlight at Le Bourget

Le Bourget 2001 was an excellent vintage as far as European aerospace was concerned, particularly for the Airbus Military A400M programme.

A significant step forward for the future military airlifter took place on Tuesday, June 19th in the form of the signature of an MOU between the partner nations binding them together in their determination to acquire the aircraft for their air forces and to procede with contract signature. The MOU also empowered OCCAR, (Organisme Conjointe de Coopération en matière d'Armement), to act on their behalf as the single contracting agency between the customer nations and Airbus Military.

Formal contract signature and programme launch is expected to take place before the end of 2001, leading to the first flight in 2005 and the first deliveries to European air forces in 2007.

As a mark of the importance attached to the A400M programme, the French President, Jaques Chirac, honoured the Airbus Military stand with a visit during the air show. France's Prime Minister, Lionel Jospin, also included the Airbus Military stand on his itinerary before the show closed.

Acompanying Mr. Chirac on the Airbus Military Stand were Mr. Federico Trillo -Spanish Minister of Defence; Mr.Philippe Camus - Co-CEO of EADS; Mr.Alberto Fernandez - Chairman of CASA and Managing Director of EADS-MTAD; Noel Forgeard - CEO of Airbus; Alain Flourens - President of Airbus Military; and Richard Thompson - Commercial Director of Airbus Military

Airbus Military in Australia

For the first time ever Airbus Military participated in the Australian International Air Show at Avalon, near Melbourne. Over 200,000 people visited the air show and exhibition stands and great interest was shown in the A400M. "When will we see it in Australia?" was a frequently-asked question.

With prospects of a transport aircraft fleet renewal for the RAAF from 2008, for which the A400M is an ideal candidate, it is conceivable that Australia could become an early export customer for the new European airlifter.

First steps in the procurement process

An Interim International Programme Office, (IIPO), staffed from the A400M launch nations has been established in Toulouse. This office, operational from the beginning of this year, will manage procurement issues up to and beyond contract signature until the formation of the Programme Division for A400M by OCCAR, the agency through which the aircraft will be acquired by the nations.

Having come together in 1996 to define the European Staff Requirement (ESR), and draw up a specification for the future military airlifter, the customer nations also determined that a common organisation should have the responsibility for managing procurement issues.

The natural candidate for such a task was OCCAR, the Organisme Conjoint de Cooperation en matière d'Armement. This entity was set up in 1996 by the British, French, German and Italian governments with the purpose of streamlining and harmonising the military procurement process. The recent acceptance of Spain's application to join OCCAR has further extended the organisation's authority.

The opening of the IIPO office is another significant step forward towards the full-scale programme launch of the A400M.
